SACRAMENTO, CALIF. — November 2025
California has revoked more than 17,000 commercial driver’s licenses (CDLs) issued to immigrants after a state audit uncovered widespread irregularities in the approval process. The move comes amid heightened federal scrutiny of the state’s licensing program, which allows undocumented immigrants to obtain standard driver’s licenses under AB60 but not commercial ones.
The audit, conducted by the California Department of Motor Vehicles (DMV), found that thousands of CDLs were granted without proper documentation or testing, raising concerns about public safety and compliance with federal transportation regulations.
Key Findings:
• Improper Issuance: Many applicants lacked valid Social Security numbers or failed to meet federal identity verification standards required for commercial licenses.
• Third-Party Testing Loopholes: Some private testing centers reportedly approved applicants without administering proper exams, prompting investigations into potential fraud.
• Federal Pressure: The U.S. Department of Transportation had warned California about noncompliance with federal CDL standards, threatening to withhold funding or decertify the state’s program.
State Response:
The DMV has begun notifying affected drivers and revoking licenses deemed improperly issued. Officials emphasised that the revocations apply only to commercial licenses not standard AB60 licenses and that impacted individuals may reapply if they meet eligibility criteria.
Community Impact:
Immigrant rights groups have expressed concern over the sudden revocations, citing potential job losses for commercial drivers who relied on their CDLs for employment. Advocates are calling for legal support and clearer guidance for reapplication.
The development has reignited debate over California’s immigrant-friendly policies. Critics argue the state’s leniency undermines federal law, while supporters stress the importance of integrating immigrants into the workforce safely and legally.
