China’s Fourth Plenum: Strategic Planning Amid U.S. Tensions

China’s top leadership is preparing for a pivotal four-day strategy meeting next week to chart the country’s next five-year development plan. The session, known as the Fourth Plenum, will focus on long-term goals through 2035, including technological self-reliance and economic resilience.

The meeting comes at a time of heightened tensions with Washington, as trade disputes and geopolitical friction continue to cloud bilateral relations. Analysts say the plenum will likely emphasize internal stability and innovation, while seeking to buffer China against external shocks.

Zong Liang, former chief researcher at the Bank of China, noted that the upcoming plan is critical for setting the tone amid U.S. policy uncertainty. However, past efforts to drive tech breakthroughs through centralized planning have yielded mixed results.
